If the member is clear of troll-criminal activity, they have availability for rank-up. Rank-ups cannot be obtained if the member has a history of troll-criminal activity. Those below the Troll Brigadier General rank that have obtained the pass will have the pass applied to their profiles. However, all members ranked anything lower than Troll Brigadier General will need to be given the Trolling Pass by a member with the Troll Major General rank or higher.
